About the Opportunity: The Project Manager is the key liaison between the University, consultants and contractors. The Project Manager will oversee procurement of services, project administration, determining of scope, administering contracts, resolving of conflicts and in the assurance of the work being completed on time and on budget of contract. In either a leadership and/or management capacity, the Project Manager may be involved in any or all of the following: contract scope definitions, contract negotiations, contract administration, payment process, change order control, cost control, schedule control and quality control. Develop and prioritize programs/projects according to relevant measurement criteria. Direct the forecast and adjustment of resources to ensure projects and programs are delivered as promised. Partner with Director of Work Management to develop metrics that provide meaningful data to validate expected outcomes and develop recommendations to provide corrective action. The Project Manager performs primary responsibilities personally or through administrative and technical assistants, and other project personnel.
Daily Management: Define and develop construction management best practices, processes and policies to ensure alignment with University strategy and goals. Ensure compliance with process, procedures and reporting requirements. Oversee Assistant Project Managers to ensure that all projects and programs are delivered within the defined scope, quality, time and cost requirements. Holds the team accountable for the goals of the project. | Manages procurement of all consultants and contractors | Manages contract administration of all consultants and contractors | Participate in construction trade procurement as the University's advocate throughout the Bid & Award process | Assists in identifying and resolving field problems | Coordinates facilities operations training conducted by trade contractors | Coordinates the building permits application and approval process | Utility coordination | Coordinates the assembly and delivery of operation, maintenance and warranty documents and manuals | Assists in move management plan development | Prepare an analysis of various contract types and methods of construction procurement, including construction management, general contracting, lump sum price, guaranteed maximum price, negotiated contract, and assigned prime trades, recommending the most appropriate system for each project.
Financial Management: Estimate the cost and obtain funding for projects/programs. Account for all projects/programs costs, overrides, delivery and issue management. | Monitor the administration of security, quality control, and other program as necessary. Review and monitor architects, engineers, and consultant's progress with the University's goals including program, budget, and schedule throughout the design period. | Reviews and analyzes monthly payment applications from the design team and contractors | Assists with closeout of the designer and builder's contracts. | Provides budget, schedule, and constructability guidance throughout the design process | Monitors the schedule and maintain compliance & expedite and assist in developing resolution strategies as needed | Maintains control of costs, including billing and scope changes | Provides regular reports to Division Management including AVP, Program Director and others regarding the status of cost, schedule, information pending, and problems/resolution | Monitors and expedites the flow of information (e.g. RFI's and submittals)
Internal External Relations: Manages the interface between designers, builders and other team members | Prepare a list of builders, or prime trade contractors whose experience would be appropriate for the project. Conduct interviews of those considered most qualified and check reference. | When the methods of construction delivery is construction management, assist in negotiations and preparation of necessary agreements with the successful construction manager; then assist and represent the University as follows: o Review and make recommendations respecting subcontractor bidders lists and/or materials vendors proposed by construction manager. o Monitor the Construction Manager's review and analysis of subcontractor proposals. o Attend meetings with various contractors to determine extent of cost saving, schedules and other items relative to bid clarification. o Review and recommend approval of subcontractors proposed by the Construction Manager. | Consult with the successful contractor and architect in interpreting the Contract Documents and reviewing voluntary alternates and other possibilities of economies and credits prior to award. | Assist the University in final negotiations and preparation of necessary agreements with successful contractors. | Review shop drawing procedures and monitor prompt submission by the contractors and subsequent approval by the architect and engineers. Review selected shop drawings for major items such as exterior wall, roofing systems, etc., reporting comments and recommendations to the architect and University.
Project Planning & Scheduling: Partner with multi-departmental leadership and other stakeholders to locate opportunities. Receives proposals and determines the projects to be pursued. Focus on delivery and reporting to project/program clients and executives. | Develop a Program specific Project Control and Reporting System. Focus will be placed on increasing levels of detail for Executive Summary to Detailed Analysis covering Status, Cost, Schedule, Open Items, and Problems for the Program and each project. | Assist in the preparation of a Program Manual setting forth all systems and procedures for use one each project including flow charts delineating procedures for handling site acquisition, design, contract documents, monthly billings, shop drawings, punch listing, facility commissioning, etc. | Review opportunities for program wide procurement of products, materials, or systems. Considerations will include advantages for economic savings, improved availability, customization, improved warrant/service, etc. Procurement may be through direct contracting or national/international agreements with assignability to construction contractors. | Assist in the preparation of design, construction, and material procurement agreements, General Conditions, and insurance requirements for use by the Design teams and Builders. | Research architect, engineers, and other consultants active in the site-specific city; review collateral material and interview as required. Make recommendations to and consult with the Owner regarding architects, engineers and other consultants whose qualifications would be appropriate for the project. | Prepare Request for Proposal letters to architects, engineers and other consultants and assist the University in conducting interviews of those considered best qualified for the project. | Prepare an analysis of proposals and review with the Owner to assist in selection of architect, engineer and consultants. | Assist the University in negotiating contracts with successful architect, engineer and consultants. | Assembles project operations manual
Qualifications: Bachelor's degree (B. S.) from four-year college or university; and a minimum of ten (10) to fifteen (15) years related experience in construction, architecture, and/or project management. Qualifications: | Possess the ability to work independently in difficult and complex tasks; | Must possess excellent verbal and written communication skills the ability to clearly articulate and communicate to diverse groups including faculty, academic administration, management and others; | Must possess ability to organize and prioritize workload, be pro-active in identifying project needs/requirements. | Strong, documented skills in the areas of organization, problem-solving and personal interactions; | Self-motivated with sound decision-making skills - Additional comments can be noted on the next page- This position may have supervisory responsibilities as defined by the project scope, including administrative staff, assistant project managers, and other personnel.
